i've got an spray can of b-12 part no 0120. is it safe to use on plastic and rubber parts, if sprayed and left on for a minute or two?

Perhaps. B-12 is OK on most types of rubber for short periods of time but will instantly fog or dissolve many types plastics, including acrylic, PVC, ABS, and polystyrene.
