Yes, quite possibly. It can be dangerous, too. Because various components have different amperage requirements, putting a low-amp fuse in place of a high-amp fuse can prevent some types of equipment from operating properly. Conversely, putting a high-amp fuse in place of a low-amp fuse can allow for runaway current draw in damaged/malfunctioning equipment and present a dangerous fire hazard.
