I have a marine carb and its exterior surface is powder coated. Can I use your Carb dip product, can I soak/submerge the Carb, what will it do to the powder coating?

It is not advisable to dip finished carbs in any of our immersion cleaners.  Berryman Professional Chem-Dip Carburetor Parts Cleaner (part #0905) in the 6-gallon bucket will adversely affect the powder coating, while Chem-Dip Carburetor Parts Cleaner (part #0996) in the 1-gallon paint can may or may not damage the coating, but there’s no way to know ahead of time.
