my gas tank in my 89 mustang has been sitting a few years with a few gallons of old gas in it. i pulled the tank from the car and removed the sending unit and fuel pump and poured out the little bit of old gas. I then poured a gallon of chemdip in the tank and left it sitting for a week. after i dump the chemdip out how should i rinse the tank out? if i use water the tank is going to flash rust correct?

We are happy to answer this for you, but we just need to know which Chem-Dip it is. Is it part #0996 -96 fl oz.round paint can) or part #0901- one gallon square can?
Unfortunately, that product is not really the right chemical for that task. As it is water-based, the Chem-Dip will need to be thoroughly drained and cleaned from the tank. Unfortunately, some of the components of this product are only soluble in water. If there is any residue from the Chem-Dip, you will need a water-based solution to clean it out.
I would recommend making a solution composed of 1 qt distilled water and 1 tsp (5 mL) household ammonia. The distilled water will re-dissolve and Chem-Dip residue, and the ammonia will prevent flash rusting. Drain this mixture as well as possible.
In order to finish cleaning the old gasoline and any water out of the tank, I would suggest purchasing a 1-gallon can of our B-12 Chemtool Fuel Treatment (part #0101). This product is very strong and will dissolve any fuel residue (gum, varnish, etc.), while also carrying away any remaining water. Pour in about a quart or so, distribute throughout the tank, and drain. Repeat this process until the product exiting is clear. If you have any B-12 left, can you mix it with fresh gasoline at 1 oz per gallon to help clean your fuel lines and injectors.
