It is a biphasic (two-layer) product with an active solvent layer on bottom and a water-based "chemical seal" on top to prevent evaporation. This product is available in a ready-to-use fashion in 5-gallon cans. It will adversely affect many types of rubber and plastic but is completely safe on all metals.
