my 2009 vw jetta has engine light on and won't hit over 3000 rpms on the highway 70 mph max and while accelerating in neutral.
Have run out of gas a month ago and symptoms have been sporadic only when engine light comes on.

With nothing to go on, that makes your situation quite challenging. If it is just the fuel injectors as you suspect and there’s nothing mechanically wrong or damaged with them, then using a quality fuel additive may solve the issue. Because your problem sounds fairly severe, your best bet is Berryman B-12 Chemtool Total Fuel System Clean-Up (part #2616). It is our strongest detergent-based fuel additive and is coupled with aggressive solvents in order to thoroughly clean the entire fuel system, including the fuel pump, fuel injectors, intake valves, and even combustion chambers.
