I was wondering is this safe for 2 stroke outboard motors? Do I use this while the motor is running or while not running?

Yes, B-12 Chemtool Fuel Treatment (part #0116) can be safely used in all gasoline engines at a treat rate of 1 oz/gal. It is designed to be of maximum effectiveness while running. If you’re interested in fuel stabilization, please consider using our Total Fuel Stabilizer (parts #0408 and #0416).
